The Prehistory of Halo:

In 2200, governments and factions fought across the Earth, each having one goal in mind, to control Earth. By the end of the war, the United Nations Space Command (UNSC) emerged as the victor and rulers over most of humanity. Although they were victorious many of the fractions still existed, forming into various rebel groups.

By 2517, the UNSC were on the brink of a civil war, due to the low morales. The citizens were upset about the constant threat of piracy from the rebel groups. This time period was dubbed the Insurrection. In order to remove the rebel groups without significant human life lost. Dr. Catherine Halsey created the SPARTAN-II program, where 75 gifted children were abducted and replaced with flash-clones. These children went through tough training and became what we know as "Spartans".
